About Us

ASSOCOSTIERI, established in Rome in 1983, is the leading association for companies operating in the energy logistics sector.

Specifically, companies active in marine bunkering, coastal, customs and tax warehouse owners of mineral oils, chemicals and LPG, biodiesel, LNG regasification depots and terminals are members of the Association.

For over 35 years, the Association has represented the interests of operators in the sector, carrying out continuous and proactive work to promote its members and their areas of interest with the relevant stakeholders.

To this end, ASSOCOSTIERI protects the interests of its member companies in institutional, political, and technical forums at the national, European, and international levels that are competent in the fields of energy logistics and biofuels.

This activity is carried out through participation in working groups and consultation tables, set up by the public administration and technical bodies, to share and settle the problems of the industry sectors represented.

The association structure

The membership structure reflects what are the Association’s founding principles: freedom of association as an aspect of political and economic freedom; pluralism of forms of enterprise; constant commitment to the protection of legality; and responsibility, including and not limited to the social and economic system for the purpose of its equitable, integrated and sustainable development.

The Governing Bodies

The Assembly

Composed of representatives from all member companies. It meets in ordinary session once a year. Resolutions are adopted by a simple majority of those voting, and only in cases provided for by the bylaws by a qualified majority. These resolutions are binding for all members. The Assembly appoints elected positions, approves the activity program proposed by the President, and approves the general guidelines of the Association.

The Board of Directors
“Composed of the President, the Vice Presidents, the most recent Past President, and up to seven Directors, all elected by the ordinary Assembly. Its administrative governance functions range from proposing elected positions to overseeing the achievement of the statutory objectives.

Management figures

President

The President is also elected by the ordinary Assembly upon the proposal of the Board of Directors. The term of office is two years, and in carrying out their duties, the President oversees, coordinates, and supervises the activities of the other bodies.

General Manager

The General Manager, appointed by the Board of Directors upon the proposal of the President, coordinates and operationally manages the association structure.

The activities

For over thirty-five years, ASSOCOSTIERI has assisted its member companies in all operational aspects of the energy sector. Highly specialized in permitting, fiscal, and customs matters, the Association particularly supports its members throughout the permitting process and, more recently, can also provide assistance in information and consensus-building activities related to the development of new infrastructure in the territory.

ASSOCOSTIERI is at the center of the national energy landscape for its ability to provide timely information on all relevant national and international regulations, organizing meetings, focus sessions, and training events, and seeking immediate dialogue on interpretative issues with all relevant bodies and institutions.

The Association, also through its service company, provides widespread training and support activities across the territory, promoting research, debates, and conferences on topics of interest to its members.

The Association in recent years, in order to facilitate the application among its members of industry regulations, has prepared, with the help of the reference bodies and its own technicians, guidelines for industry regulations, authorization vademecums for LNG, guidelines for EMAS application and, first in the sector, the code of conduct for the application of organization, management and control models under Legislative Decree 231 approved by the Ministry of Justice, Consob, Bank of Italy and all other stakeholders concerned.

Areas of specialization

In recent years, the Association, in order to facilitate the implementation of very complex environmental regulations for both operators and regulatory authorities, has carried out, with the support of technicians from member companies and external experts, a sector characterization through the development of guidelines approved by institutional technical bodies.

As previously mentioned, ASSOCOSTIERI is an industry association that brings together different types of operators involved in energy logistics. Mineral oils, LPG, LNG, and biodiesel are the main areas of interest.

Mineral Oils

“Law No. 239/2004 defines mineral oils as all crude mineral oils, the residues of their distillations, and all types and grades of derived and similar petroleum products, including liquefied petroleum gas (LPG), biofuels, and bioliquids.

In addition to operators active in the storage of gasoline and diesel, ASSOCOSTIERI particularly represents companies operating in the following sectors: LPG, LNG, and biodiesel.

LNG

LNG (Liquefied Natural Gas) is mainly composed of methane. Like LPG, it is characterized by great versatility in its applications and a low environmental impact.

The use of LNG as a fuel of the future has been recognized at the national level through the SEN and at the European level through the DAFI Directive, which promotes the use of liquefied natural gas for transportation, whether maritime or road.

In order to comply with European regulations and promote sustainable mobility in our country, ASSOCOSTIERI is committed to representing, accrediting, and supporting the LNG storage, distribution, and regasification sectors.

LPG

LPG (Liquefied Petroleum Gas) is a natural by-product of crude oil and natural gas processes. It is characterized by high heat and energy yield and low environmental impact, is non-polluting to water and soil, and contributes significantly to the reduction of air pollution due to its low sulfur content.

Its uses range from domestic to industrial, agriculture to marine.

Biofuels

Biodiesel is the only renewable liquid fuel available on the market, produced from vegetable oils (rapeseed, sunflower, or others). It can be used as fuel, either pure or blended. Its use significantly reducesCO2 emissions and cancels out sulfur emissions. It ensures excellent performance in vehicles and heating systems.

Currently, Italy’s Biodiesel industry ranks fifth in Europe in terms of production capacity at around 1.5 mln tons/year.

Assocostieri Management

Elio Ruggeri

President

Born in Messina in 1972. He is Executive Director of Snam, responsible for the LNG Business, one of the largest European transmission system operators.

In his current role, Elio oversees existing assets and global development opportunities, serving as Chairman and/or CEO of the group’s LNG companies. Previously, as SVP International Assets, he managed Snam’s participation in various European energy companies, serving as a board member at DESFA, IUK, and Terega.

Before joining Snam, Elio was SVP for Gas Supply and Infrastructure at Edison SpA, where he spent nearly 20 years with increasing responsibilities across various stages of the gas value chain.

Elio Ruggeri is currently also Chairman of OLT Offshore LNG Toscana SpA.

Dario Soria

General Manager

Born in Rome in 1971, a lawyer, chartered accountant, and auditor, he has extensive experience in the energy sector and environmental matters, as well as in the preparation of management and control models under Legislative Decree 231/2001. He currently serves as General Director of ASSOCOSTIERI and Vice President of ASSOCOSTIERI Servizi.
