National Integrated Plan for Energy and Climate Italy 2023

The Italian NECP sets national targets for 2030 on energy efficiency, renewable energy sources, and the reduction of CO2 emissions, as well as those regarding energy security, interconnections, the single energy market, competitiveness, development, and sustainable mobility.

The Plan is structured according to 5 dimensions:

  1. Decarbonisation dimension, relating to the reduction of emissions and absorption of greenhouse gases, renewable energy, for the electricity, thermal and transport sectors
  2. Energy Efficiency Dimension, which includes the provisions of the Energy Efficiency Directive (EED) and Energy Performance of Buildings (EPBD), heating, heat pumps, rate of renovation, electrification of consumption, thermal insulation and building automation and control
  3. Energy Security Dimension to counter the effects of war events, market volatility, gas and oil product prices
  4. Dimension of the Internal Energy Market, with the aim of integrating EU energy markets
  5. Dimension of research, innovation and competitiveness

PNRR – National Recovery and Resilience Plan

The National Recovery and Resilience Plan is the tool that outlines the objectives, reforms, and investments that Italy intends to implement using European funds from Next Generation EU to mitigate the economic and social impact of the pandemic and make Italy a more equitable, green, and inclusive country, with a more competitive, dynamic, and innovative economy.

The Plan is divided into 6 Missions, which represent the structural “thematic” areas of intervention.

  1. Digitalization, innovation, competitiveness, culture and tourism
  2. Green revolution and ecological transition
  3. Infrastructure for sustainable mobility
  4. Education and Research
  5. Inclusion and Cohesion
  6. Health

On July 13, 2021, Italy’s NRRP was definitively approved by a Council Implementing Decision, which incorporated the European Commission’s proposal and defined specific objectives and time-bound targets for each investment and reform. The achievement of these targets will determine the allocation of resources on a six-monthly basis. NRRP: ECOFIN approved the National Recovery and Resilience Plan of the European post-pandemic Recovery Plan “Next Generation EU,” including the Italian one.

National Strategy for Sustainable Development

The SNSvS is the national coordination tool that embraces the four guiding principles of the 2030 Agenda: integration, universality, transformation, and inclusion. It is divided into two sections:

  • The “5 Ps” section describes Italy’s sustainable development goals, organized on the basis of the 5 Ps of the 2030 Agenda – People, Planet, Prosperity, Peace, Partnership.
  • “Sustainability Vectors” section as necessary elements and enabling conditions for achieving sustainable development goals at the national and regional levels.

Biofuels in transport

The EU Directive RED II on biofuels for transport was implemented in Italy with Legislative Decree no. 199/2021, which imposed a new obligation on Obliged Parties to release “pure” biofuels for consumption in Italy. Obliged Parties must, starting in 2023, release for consumption at least 300,000 tonnes (rising to 1 million tonnes in 2030) of pure biofuels, i.e., biofuels not blended with diesel.

With the publication of the Ministerial Decree of 16 March 2023, the new rules on the obligations to release biofuels and advanced fuels for consumption pursuant to Legislative Decree 199/2021 have come into force since 14 April 2023.

The Ministerial Decree of 20 October 2023 amended the Ministerial Decree of 16 March 2023 to introduce a transitional regime useful for encouraging the gradual development of demand for pure biofuels.

The new RED III Renewable Energy Directive establishes a binding target of 5.5% for the share of renewables supplied in transport for advanced biofuels and renewable fuels of non-biological origin. A minimum requirement of 1% is also included for renewable fuels of non-biological origin.
